most efficient car for a 17 year old in the uk?

hey all having to repost due to some sarcastic idiot posting useless info.
Well, come august ill be getting my provisional license and ill be taking my test in september-october time, so i have a bit of driving experience under my belt. Anyway im looking at the best car to buy, onbiously not a new one, im pretty smart and understand that it will cost a lot to insure a fancy car at 17. Anyway, looking at the way petrol prices are going, I am going to need something small, but I dont know what to get. I have seen the little 0.997 mini’s, and they seem like a good option, but still, I am also looking at hybrids. Are there any good long distance hybrid cars? I dont intend to drive around the country every week, but I would like the option of having a long distance car. LPG doesnt seem any good to me as no local garages sell it strangely, so im looking into the electric cars. Any advice would be nice on what to buy, and also roughly how much they would cost to insure for a 17 year old in the uk of course.
I would like the cheapest to run car if possible lol, as i can get the money for the car and insurance from a trust fund, but its the fuel costs i cannot afford week in week out lol.
